Kraft Sets (Late 1972)

Each Kraft promotion (1968-1972) followed a similar pattern, but this article is only concerned with the 1972 promotion. It would start to appear on Velveeta boxes as early as September with a set to order, and order fulfillment would go as late as May - June. It would be ordered via a boxtop on boxes of Velveeta.
Below is the one for the 1972 promotion, some of the very last LEGO Samsonite sets ever distributed:

The set came with something I think is really interesting, a very different brochure for the consumer to order more sets. This would've been prepared far beyond when Samsonite had known they'd lost the LEGO license for the USA, and I read this brochure with that in mind:

Before we cover the sets that were included, I do want to mention that the 1972 promotion struggled immensely to meet demand, with a half a dozen newspapers I found reporting an immense lag with order fulfillment. According to one from early 1973, "the consumer affairs office of Kraft Foods in Chicago said there was a tremendous backlog of orders for the building sets and that the supplier simply was not able to meet the demand. But all back orders have now been processed and the last sets of building blocks were placed in the mail two weeks ago."
From this, I believe that the promotion stopped fulfillment entirely by early January. Whether or not you believe that there was a backlog or not (it very likely was a result of Loveland closing in December 1972, and so Samsonite couldn't meet demand as they'd stopped all toy production), I see it as indicative of Samsonite running out of inventory fairly early on. Which makes sense given the situation.
What I'm curious about is how exactly they were able to "meet demand" suddenly, when the Loveland plant closed nearly a month before.
Ordered Sets
Sets ordered from the promotion likely all used the same idea card, which itself was reused from the earlier Del Monte set. This is the 125-piece set again, which was Set No. 1:
