Dated to 1961 due to the lack of patent text/registered trademark symbols. Any ephemera/boxes developed after the 1961 wave of sets included that information.
These are found with a number of different retailers stamped/printed on the front, all using the same form number sheet. I'd venture to guess, because of the appearance of the 705 tall box (nearly all LEGO brochures and advertising in 1962 either showed the flat box 705 or excluded it from the complete lineup), this belongs to 1963.
This brochure has a fascinating provenance of being the 695's dedicated pamphlet, repurposing a retailer order card. The "Special offer" and "Visit your LEGO dealer" text are manually stamped on the page.
